The emerging debate on cultural citizenship lies at the intersection of citizenship, cultural, and diversity studies. Culture is vital to advancing the inclusion of diversity, and cultural policy plays a role in enhancing cultural citizenship. The literature identifies two main drivers shaping cultural citizenship: the democratic/equality driver and the identity/national driver. The focus of the debate largely centres around the various interpretations of 'culture' rather than exploring the plurality of citizenship traditions: liberal, communitarian, and republican. However, this paper argues that understanding these diverse citizenship traditions is essential to shaping different policy approaches for enhancing cultural citizenship in diverse contexts. Analysing these traditions can establish an interpretative framework to discern various social practices and policies more effectively.
