The material in this book is based upon an academic conference held in Liverpool in 1990 and sponsored by the European Commission, which explored West European urban development and strategies by looking at commissioned studies of cities in six EC countries – Britain, The Netherlands, France, Spain, Germany and Italy.

“The case studies selected do not pretend to be a representative sample of the varied range of uses of cultural policy by decision-makers in different types of European cities. The book is rather a first attempt to outline an agenda for future research, and begin to fill a rather large gap in theoretical and empirical knowledge about urban development strategies in contemporary western Europe. The city case-studies are preceded by an introductory chapter which sets the historical framework within which the evolution of urban cultural policies in western Europe must be understood. The concluding chapter explores the controversial implications arising from the recently established use of cultural policy as a vehicle for urban regeneration, raises a range of questions directed at both policy-makers and researchers, and speculates about the future of cultural policy in the urban Europe of the 1990s.”
