Research and policy regarding the digital divide have evolved beyond simply examining access to information and communication technologies (ICT). The focus now centres on digital skills, specifically digital literacy, as the critical factor influencing digital inequalities. Many studies and policies concentrate on individual characteristics that contribute to varying levels of engagement with ICT. This paper discusses the importance of defining digital skills and literacy in diverse ways and argues that an adequate definition of digital literacy should encompass tangible outcomes of Internet use. The ‘From Digital Skills to Tangible Outcomes – DiSTO’ project serves as a reference point, proposing several related measures to guide research and evaluate policies addressing digital inequalities. Additionally, the paper emphasises the need to consider social context factors, such as household and community dynamics, in explaining digital engagement. This holistic approach enables a better understanding of factors that facilitate or hinder an individual's ability to benefit from using ICT. It also allows for more effective design and evaluation of policies addressing digital inequalities.
